When a single, unattributed missile is launched at the United States, a race begins to determine who is responsible and how to respond. The second chapter shifts mostly to General Brady, a more hawkish military leader at a nuclear base in Nebraska, and Defense Secretary Baker, who is aghast at the situation but mostly frozen in fear. The final chapter moves to the President, perpetually out of breath with anxiety, and his young handler, Lieutenant Commander Robert Reeves, who is eerily still.
